UK Games Industry Shadow Council: Ethical Reform & Addressing Poor Practices (2025)

A bold initiative has emerged in the UK games industry, aiming to shed light on the sector's ethical landscape. The UK Games Industry Shadow Council (UKGISC) has formed as a temporary independent body, taking on the crucial task of addressing transparency, accountability, and ethical reform.

But here's where it gets controversial... This council, led by games veteran Phil Harris, is a response to what they perceive as inaction from existing trade bodies. With over 30 members, including educators, recruiters, company owners, and workers, the UKGISC aims to identify and address both the good and poor practices within the industry.

And this is the part most people miss... Some members are hesitant to announce their involvement due to fears of retribution. This highlights the sensitive nature of the issues at hand and the need for a safe and discreet platform.

The UKGISC is divided into seven committees, each focusing on a specific aspect of industry reform. From executive matters to creative production and technological innovation, they aim to leave no stone unturned.

However, the council clarifies that they are not a union. Instead, they want to understand the underlying issues and ensure that all voices are heard. They promise discretion, dignity, and respect for those who bring concerns to their attention.

The UKGISC will operate until the Creative Industries Independent Standards Authority (CIISA) takes over. The CIISA, launched over the summer, will oversee ethical standards across the creative sector, including film, TV, theatre, and music. But the UKGISC suggests they will soon shift their focus to the games sector.

In the meantime, the UKGISC sees an opportunity to collaborate with existing trade bodies and the UK Video Games Council to secure employment for both employees and employers.
